Foreign Office, January 20, 1912. I AM directed by Secretary Sir E. Grey to transmit to you herewith, to be laid before the Secretary of State for India, copy of a despatch from the British delegates to the Opium Conference at The Haguet on the subject of a proposal by the American delegates that two conventions should be concluded, dealing respectively with opium and with morphia, cocaine, &c., instead of one convention embracing all these substances.
This proposal appears to Sir E. Grey to be quite inadmissible, and, subject to the concurrence of the Secretary of State for India, he proposes to express his entire approval of the language held by the British delegates on the subject, and of the views expressed by them in the enclosed despatch.
